Alrighty I went to a local gun store today ( and of course the one I don't like is the only one that has the loading supplies) and he said he sells alot of HP38 and I got some 115gr Hornady bullets and CCI primers. Now I am scratching my head with the question of I have seen online that Glocks min. velocity is 1180 with 115gr bullets... with the loading data off Hodgdon's website I am seeing that the velocity will range from 1079 with 4.3 to 1135 at 4.8.... since these are lower then glocks minimum velocity will I be okay?

Yes, you'll be fine. The main concerns are enough power to effectively cycle the slide, accuracy and most importantly safety. You are better safe than sorry, and below speed beats the hell out of KABOOM!
Load some up, and check them for accuracy compared to commercial ammo. At some point, I want to get a Chrono to check actual speed of my reloads, there are so many variables. For example, I live in Nevada, and at this time of year our relative humidity is around 5%. If you live in Mississippi, your humidity could be 80%. Therefore, your powder would weigh more than mine based on the moisture content. It's not the difference between safe and unsafe, but it could be an inch rise or drop in 15 yards.
It's kind of like I teach my kids about driving, "It's a safety contest, not a race." Reloading is an accuracy and safety contest, not a "Hey Roy, watch this!"
If anything, your accuracy may.... may suffer, but most surely not. Just don't try to get 1500 ft/sec from 9mm! Start at minimum, like 5 rounds, then go up in .1 or .2 grain increments until you find a good load.

ahhhh man I like Hey Roy watch this!!!! haha I have my auto-disk measure set to 4.3 right now so I will do a few like that then do some more with a little higher and see how it goes. I have enough bullets to load 100 so I may load about 20-25 varying in different loads ( i will be sure to write down what is what) then when I go shooting on Monday I will see how it goes.. I tried some youtube brass cleaning and I was surprised it worked really well
joshx22, What press did you get?
I got a Lee 4 hole turret press with the auto disk powder measure and the primer feeder...I figured if I can take the auto index out and use it as a single stage press or leave it in and operate it almost like a progressive press with the auto disk powder and primer feeder, I can't go wrong with it not to mention the simplicity of just changing out the 4 hole disc to change calibers..my buddies will like it when I can reload their 45's

Welcome to reloading! Honestly, I like reloading almost as much as the shooting itself. Anyway, dittos on Midway, great selection and prices. A little slow on shipping is my only beef. I'm not as close as you but I never get anything from them in less than a week.
Anyway, don't buy too much powder in advance. Get 1 lb at a time, keep it freshly rotated. As said above, 1 lb will reload a lot of rounds, trust me you will not run out quick. I only recommend buying in larger quantities if you are ordering by mail as the surcharges for powder are expensive. If you have a local shop to purchase powder from, IMO that's a better choice. Get it fresh when you need it.
